As said you probably have an underlying issue when cold. I doubt its relearning every time.

I would imagine that screw is for securing the bearing in the housing. Looks like two different materials so I cant see any welding going on...

I see it has an early tool kit. The wrong tools for this car considering the year ??? Great car though.
Not sure about your other issue but the starting problem could probably be solved with an extra relay in the system. Do a search for 348 starter...
