    Upon further review you are correct...it is welded, not cement.

    Still not 100% clear how to remove this but presuming I do I noticed there are 2 metal washers under the 27mm nut securing this thing to the tank....

    I haven't been as vigilant as I should have been as far as stabilizing the gas tank over the last several years and definitely have a fuel issue....
