Apparently the 1999 and 2000 360 have a ECU software issue. Multiple people have had the ECU reflashed by Ferrari and it solved their smog problem.

Update: the needle was installed or moved, I had to remove instrument cluster and reset the needle at 0 rpm. It's reading correctly now.

They are yellow / brown. Driver side. This is a euro car washer would make sense, it doesn't have headlight washers physically.
