    AZ would be the first state to do something this "complete".

    It's bad enough with the 101 having the speed cameras on a portion of it....

    Is anyone else pissed off about this?

    I amazed that you're getting them out there almost as quickly as we're getting them in the East. The libertarian spirit of West, never mind the rest of the US is nearly dead.

    These cameras are operated by private, for profit companies. Unless they can unequivocally match the driver photo to a driver's license photo and then match that to the registered owner of the car, they have no case. They routinely discard over 40% of the photos because the driver cannot be identified clearly, or, and this is most important, the registered owner of the car is not a human, such as a corporation, partnership, trust etc.
    The law does not make the owner of the speeding vehicle liable for the infraction of the driver.
    The simplest solution is to register the car to a different entity. It also works when the car is registered to a male with a female driver and vice versa. The photo ticket that is sent is a request for an admission of guilt, but unless you are served by an officer of the court it is not a valid citation. You can quite comfortably ignore the ticket until a process server turns up at your door. That is an expensive proposition for the company operating the cameras and they will only do it if the driver and the registered owner are clearly the same person, by matching drivers license photos to the picture on the ticket and then absolutely matching it to the registered owner data from the license plate.
    Sometimes they will send out a request to the registered owner (corporate or otherwise) to indentify the driver where the camera company can't make the positive ID. Arizona law does not require the owner of the vehicle to identify the driver, and a mailed request to identify the driver can ABSOLUTELY be ignored with impunity.

    It's really not as bad as it seems and anyone who pays a photo radar ticket without being served and proved to be the driver is simply making a tax donation.

    As far as I know, they don't have them in VA yet, but they do have them in DC (which I still consider to be part of my greater "area"). For some time there was one on the Rock Creek Parkway where it runs along the Potomac waterfront underneath the Kennedy Center and in front of the Watergate.
    VA just passed a law allowing municipalities to erect stoplight cameras so speeding cameras won't be far behind.

    You guys are lucky to have so much room to wiggle. The British/HK system is much much tougher.

    Quite interesting, thanks for sharing. And I believe there is no "tint" laws in Arizona, so if someone wanted they could just get their windows and windshield tinted and be in the clear?

    There are tint laws in Arizona unfortunately. I found that out first hand. Plus, I think it's illegal to tint the windshield in all 50 states. Good thinking though.

    Indeed. In the UK it is an offense to not disclose the driver of the vehicle -- for whatever entity the vehicle is registered to. Guilt unless proven otherwise. It is NOT coincidental that George Orwell was a British citizen when writing "1984".
