Not a great picture, obviously, so its hard to be 100% sure but that does indeed look like the OE wheel.
Doesn't look to be in too bad of shape, obviously a full service is in order and should reflect in the price. A bonus the original wheels come with too.
One of the fears I have about repainting my car is that it would wind up with as much overspray as this car has. And another Oregon GT4. Is there some secret in Oregon that GT4s come out of there?
Not related, but what is the other Ferrari in the eBay photos? And what is the appendage on the rear fender?
The denominator in Oregan in Ron Tonkin. My #22641 came from there, he was a big seller and moved a lot of cars, there is also a big Ferrari/Alfa network of independent shops there so most of them are still on the road, barring mishaps... A little surfcae rust on some fasteners due to humidity, and I found a red shop rag full of stashed pinion nuts under the spare! LOL! Glad the snacked on those instead of the wiring loom.......

Ron Tonkin may be the common denominator in the Oregon area, but from the license plate bracket this car seems to have been sold by JAMA Auto House, which is in Hermosa Beach California (beach town south of LA Airport).
