Found it. HB 3540, Article 9. No love for those currently issued 2 plates, but all new registrations (and maybe renewals?) would have 1 plate issued. The bill seems to be a hodgepodge of stuff, including raising car registration fees to $58.50 http://www.capitol.state.tx.us/tlo/79R/billtext/HB03540H.HTM Of course, the Senate has to pass the same rule.
If it passes, I won't have to keep telling clients: "You realize that putting the front license plate on requires me to drill 2 (or 4) holes in your bumper, right?" It would makes things much easier.
if it does, that will cut back the supply for 1/2 of the license plates in the state of Texas. certainly less steel required. higher fees due to goverment middle mis-management.
Taken From Legslative Budget Board - 2 May 05: Article 9 would amend the Transportation Code to require the Department of Transportation (TxDOT) to issue only one license plate for attachment at the rear of the vehicle for which the plate is issued. The bill would allow a vehicle that displays two license plates to be operated on a public highway if TxDOT assigned both plates for the registration period as a set of plates. This article takes effect September 1, 2005. Article 10 would amend the Transportation Code relating to motor vehicle registration fees, the deposit location of motor vehicle inspection fees, and revenues for the Texas Mobility Fund. The bill would establish a flat motor vehicle registration fee of $58.80 for vehicles less than 6,000 lbs (passenger cars, municipal buses, private buses, commercial motor vehicles) and light trucks. The bill would transfer an amount of $68.0 million each year in non-constitutionally dedicated funds from the State Highway Fund to the General Revenue Fund. The bill would also retain the first $68.0 million in motor vehicle inspection fees received each year in the General Revenue Fund and would deposit any additional revenues received from that revenue stream above that amount to the credit of the Texas Mobility Fund. I can't tell by looking at the bill 's page on the site what version finally passed. Does anyone know for certain?
To see the legislative history of the bill: www.texas.gov select "government" from the list at the left. select "legislature" select "legislature on line" (at the bottom of the list) type in bill number This will give you more options than you probably want but you can get the complete story on legislation this way. Don't have time for a complete read of the bill, but a quick look at it (including Article 10 dealing with transportation fees) doesn't kick up any language dealing with the number of plates to be issued or displayed. Maybe someone else will have better luck with a search but it looks as though the proposal may have been dropped (hope I am just missing something). John Good luck. John

Then the front plate provision was struck, replaced with a "FAITH- AND COMMUNITY-BASED INITIATIVES TO PROVIDE HEALTH AND HUMAN SERVICES"
The only thing I found last week was that Article 9 was replaced with the above title dealing with the above. Article 10 was revamped with the registration fee but interestingly enough it referenced passenger cars, bus in it's description - I'll have to check it out when I get to work - I had several email bill updates in my email messages as we are also following several of the proposed school/education bills. The legislative session ended May 30. Anything that hadn't made it through both houses by then is dead for this session. The only thing that remains is what the governor will sign, veto, etc. There is always the hope (slim though it may be) that the license plate provision got through somewhere but . . . . . There is always the possibility of a special "called" session during the summer but those are usually limited to major items that weren't completed during the regular spring session. John
Had our Austin based rep. research the status the deletion of the front lisense plate was deleted from the bill so we are status quo. Maybe we should get a petition to have it added to a billl for the next legaslative session?
i got pulled over last week in my ford ranger, the cop said because i had no front plate. I asked him about the law and he said that it will not get rid of the front plate but it will allow you to put the plate on the dashboard. He was nice because he only gave me a warning. I told him i had the plate, but liked the way the trucked looked without it. But, the next day i got the plate out and put it on the dashboard. I asked him what about ferraris, vipers and corvettes that do not even have a place for the plate and all he said is that all cars are suppose to have a front and back liscense plate
