You're counting drivers titles not constructors titles, of which Ferrari has won 16. It celebrates Ferrari's 16 constructors titles.
Ding ! Schumacher broke his leg during a crash at British GP that year and Mika Salo stood in his place for 3(?) races. Eddie Irvin was fighting with Hakkinen for the title that year but lost. However, Ferrari did win the WCC title that year which makes it 16 WCC titles. Hopefully, 17th and many more will follow soon.

No that only makes 16. They won the title in: 1961, 1964, 1975, 1976, 1977, 1979, 1982, 1983, 1999, 2000, 2001, 2002, 2003, 2004, 2007, and 2008. The 16M was introduced in 2009 to celebrate the 2008 win. Sadly I think a "17M" is a ways off. That won't happen until Ferrari starts building a good car again, instead of hiring the best driver on the grid to drive a pig.
They started awarding the constructors championship in 1958. In that season Mike Hawthorn won the WDC for Ferrari however Ferrari lost the WCC to Vanwall.
