Is it Non-Op on the registration for a reason? Like can't pass smog? No picture of the BAR tag on the door. Does it have it?
Non-op is a license registration status in California. You tell the Department of motor vehicles that the vehicle is not being driven or parked on public roads, and you do not have to pay the registration fee, without notifying the DMV of this status you are responsible for registration every year. Smog exempt in California is pre 1975 for all vehicles but with some exceptions. I doubt this car has such an exemption and hence why I asked.
