Just tried on my 2016 Cali T the Emergency Cable "G" showing on page 94 of the Cali T Owner's Manual. Same result as you got, it appears that a pretty strong tug on the red cord does not give any result at the gas cap.

I hope someone posts a method that works, it would be good to know the backup method to open the gas cap if the electrical button on the driver's door does not work.

Thanks for link. Yes, that is helpful on keeping the gas cap/door functioning. But I missed there any mention about failure of the red pull cord to work and how to make the red cord work. I will look into whether some WD-40 type of help in the gas cap area also enables the red pull cord. It would still be good to hear of anyone else who has tried the red pull cord and whether it worked in their case.

On my 2014 California, the access to the red pull cord is too small for my hand to fit in, so I used a duck bill plier to pull on the red cord. So much force was needed to open the fuel door I was worried I was going to break the cord. Short life span item, not to be used daily.

Lube at the latch end made no difference on the force needed to open the fuel door using the red cord. Se la vi

Sometimes the fuel door won't open because of low voltage from the battery. Also if the batter was disconnected and then the reconnect procedures were not followed. So it may not be mechanical.

If the battery was disconnected and reconnected the fuel door will not open unless the system has been initialized. You must lock and unlock the doors with the key fob and then unlock the trunk with the fob.
Are you opening the door with the ignition on or off? I can't remember but on some Ferrari's, the key must be on, on some it is off.
Finally the red pull must be routed properly behind the trim panel, if it is not you can break it off before the pull will open the fuel door. It all depends on if it was routed properly when last worked on.
It does take a fair amount of force to open it, but not enough to break it.

Get yourself a vacuum puller, the kind they use for changing the glass on smartphones (see link below for example). Stick it on the fuel cap and proceed in two steps.

    1. At the same time as the fuel door button is pressed, someone else “jiggles” the actual fuel flap (push and pull on the fuel flap). most likely it will open.
    2. If it doesn’t open, then do the same “jiggling” but while pulling the red cord.

    once open, lubricate the mechanism.

Make sure the paint is clean, otherwise the vacuum puller will scratch it.
