    The longer these regs stay in place the better chance Ferrari has to out develope and surpass Mercs. I hate em but the known quantity is better than the unknown at this point.

    FIA president Jean Todt does not expect any new manufacturers to join Formula 1 from 2021, despite the proposed new engine rules having been developed with newcomers in mind.

    The revamp that will make engines louder, cheaper and less complicated could be signed off ahead of the Singapore Grand Prix following discussions in the F1 Strategy Group.

    The plan is a less radical version of the initial idea, which included ditching the MGU-H.

    New engine rules were also being used as a way of enticing new manufacturers into F1, with Porsche, Cosworth and Aston Martin all keeping a watching brief in case there were opportunities for them to join in.

    But with the process of framing the rules having dragged on, Todt said the indications now are that no new entrants will come initially.

    Asked by Autosport about the prospect of a new manufacturer joining F1, Todt said one party - understood to be Porsche - had been serious but had now suggested it was not going ahead.

    "There was some demonstration of interest from one, who said to us we are not in a situation to commit for 2021 but what is very important for us is to know exactly what will be the regulations, because there could be a strong interest in the future," said Todt.

    Todt said the most important thing for him is that F1 appears to be heading to a deal that will ensure current manufacturers Mercedes, Ferrari, Renault and Honda are all happy to continue.

    Formula 1 will face the "real problem" of only having a few manufacturers capable of winning races if it does not prevent the use of 'servant' teams, says Renault technical chief Nick Chester.

    A potential budget cap in F1 from 2021 has led to concerns that the larger manufacturers could circumvent the rule by collaborating with smaller teams.

    In theory, it would help the manufacturer continue to make developments, but with the spending done by its second team, meaning it could still meet the cap.

    The FIA has promised to act on the matter, and Chester says the prospect must be taken seriously.

    "I think it is a real problem if that model continues into budget cap," said Chester, when asked by Autosport for his views on team collaboration. "I cannot see how a team can fight at the front without having one or two satellite teams.

    "I think it is something really important that the FIA and F1 need to look at. If that model cannot be effectively got rid of, it will be a big problem and you will end up where, if you want to win, you have to be a manufacturer with two satellite teams or you don't think about winning.

    "I think it has a lot of implications going forward."

    At the Italian Grand Prix, F1 race director Charlie Whiting said that the FIA had been alerted to 'servant teams' and would investigate.

    "It's something that we should be concerned about, and it's something we will be discussing," said Whiting. "The [Haas/Ferrari] relationship started it.

    "We knew exactly how that was possible in the beginning, and there was a loophole in the beginning which has been closed to new entrants, which is what [Haas] were able to do.

    "But the sort of things we're hearing about are alliances between existing teams. I think that needs to be looked at very carefully."



    Chester believes that one way to act would be to increase the number of parts that teams have to produce themselves so that they cannot be shared.

    He has also suggested component standardisation.

    "We either need to reverse out of some of the non-listed parts, so there is less part sharing.

    "If there is going to be part sharing then they need to be standardised," he said.

    "Otherwise there are just too many benefits to the satellite team model, which just makes it unattractive for anyone not operating that model."

    Asked about the consequences of no action being taken, Chester said: "I think it is bad news because ideally, you want a lot of teams that can win.

    "You want the manufacturers, you want some very good independents, and if you have this model where teams can collaborate, there is no point in being an independent any more.

    "It kills that chance of having a good independent team.

    "None of the satellites will ever make it to the front either, so you will just end up with three teams at the top."

    If they can reduce the 'bulk' of Halo similar to what's shown in that concept, it will be a significant aesthetic improvement.
    Not a fan of the large diameter wheels (especially at the front) but if they retain plenty of offset (like shown in the concept) they won't be completely disgusting.

    I have to say I like that look. The cars now are technological marvels, but don't look as "racy" as they used to. The areas in front of the pods have gotten so busy you almost can't even tell what you're looking at...same with the barge boards at the back. All in all... I like this concept.

    It looks good, but these concepts are always a bit dettached from reality. They lowered the halo to make it look better, but the driver would have worse visibility. Also the nose, pods, etc are "stylized" without perfomance in mind.

    So the real thing wouldn't look so great. But I'm glad that they're thinking about significative changes like covered wheels.

    I bet NONE of the cars actually look much like this in 2021. They will all run in their own directions and try to get around the rules.

    However, the idea of "shared parts" does bring F1 closer to spec racing.

    Ferrari not ready to sign for 2021 says Camilleri

    Ferrari is still a long way from agreeing to stay in formula one beyond 2020.

    That is the view of Ferrari's current CEO Louis Camilleri.

    The 63-year-old took over recently following the death of Sergio Marchionne, who had warned that as Liberty Media looked to make technical, financial and governance changes for 2021, Ferrari's signature was not guaranteed.

    "Discussions are underway regarding the technical, financial and governance aspects," Camilleri told La Gazzetta dello Sport.

    "We believe there is a basic consensus on the principle objectives that will define the future, but the precise vision as to how to get there is still quite far away.

    "Progress has been made," Camilleri added, "but we are still far from an agreement that includes everything and can be signed by all the participants.

    "I remain optimistic that an agreement will be reached in time, but I would like to add that as Ferrari, we continue to insist that it cannot be to the detriment of F1 remaining as the top technical competition in motor sport.

    "There are obvious conflicts of interest," he explained. "Liberty wants to make more money and the teams do too, so we are all waiting a bit."

    Some new infos on 2021 F1 cars: Wheelbase set to be limited to 340 cm making cars 20-30 cm shorter than now. Fuel flow to be increased to 110 kg/h which results in louder & more powerful cars (way over 1000hp).

    I am guessing Mercedes will be out of it by end of 2020 (nothing left to prove or gain), as will Renault (nothing left to gain and running out of money). Ferrari won't be able to compete with Honda so to save face Ferrari will bail as well. That will turn F1 into a Honda powered spec series of about 5 or 6 teams. To survive they will merge with Indy cars. By 2024 all open wheel racing with be totally electric.

    Porsche won’t be knocking on F1’s door any time soon with a Volkswagen insider saying the time for entering F1 is “just wrong.”

    Porsche were reportedly considering entering Formula 1 in 2021, their return coinciding with new engine regulations.

    However, with F1’s engine manufacturers backing down on several issues, including dropping the MGU-H, Porsche’s interest has waned.

    Porsche falls under the VW umbrell.a

    A VW insider told Auto Motor und Sport: “The time for an F1 entry is just wrong.”

    Meanwhile, Stefano Domenicali, former Ferrari team boss, also ruled out Lamborghini throwing their name into the ring.

    “The investment needed just to participate, let alone win, is too high,” he told Auto Bild.

    “As long as there is a two-class society in F1, it’s is not a playing field for us.

    Renault chief Cyril Abiteboul says a budget cap is the key to reshaping Formula 1 beyond 2021, believing it has to be a "proper deterrent" to stop spending.

    A budget - or cost - cap is one of the primary elements under discussion for 2021, along with revenue distribution, governance and the sporting and technical regulations.

    Cost control has long been a subject of debate because teams have questioned the fairness of its implementation, particularly with regard to manufacturer-backed squads.

    It is anticipated that some progress will be made during Tuesday's meetings of the Strategy Group and F1 Commission in London.

    "There is a lots of dialogue between the teams and F1 and the FIA, in particular on the budget cap," Abiteboul told Autosport.

    "That's a very complex set of new regulations, and something that did not exist.

    "So every day, every week, we are making progress to address some of the concerns. As far as Renault is concerned because we think that something needs to be seriously done to contain the costs to be competitive in F1, we are massively in support of the budget cap.

    "Is it the perfect answer? Maybe not. Is it the best answer? Probably. That's why we're working very actively to make it as robust as possible, and according to what will be our assessment at the end, we will see if we can be in favour, and [if] we think it is a proper deterrent, or not. Lots of progress is being done on that aspect."
