"Free" is relative. I think it depends on the dealer but I am not 100% sure. I know you are paying for it though....just a matter of whether you get it. I think you get a model of your actual spec, as I understand it. I'll confirm next Spring as I just got a VIN but I'm not 10R yet.
PPAC is a set of mandatory options that you need to chose in your region. For my 12Cilindri configuration, it is for example WIRE, SMRT, TAIG, ACC1, ELEC, SURR and costs 16.6k€. It is a different set for my 296 Speciale (32k€). I don't remember what it was for my 296, but it certainly included Apple Carplay and the Adaptive headlights.
