    all of the fuses seem ok. im not hearing a relay when I turn them on only when I turn them off. Im just guessing this may be the problem. the turn signals, brakes and hazards work fine, but the headlights and running lights are dead and the headlight motors don't work either.
    Thanks in advance for any ideas/help.

    Your symptom (in terms of what's not working) is consistent with the switch on the stalk knob you rotate to turn on the headlights not working, but it's a little strange that you report hearing a relay click "off" when you roll the stalk knob "off" (i.e., if the stalk switch was completely bad, no relays would work at all, but maybe it's not completely bad and you are getting some motion of the armature inside one of the relays, but not enough to close the circuits). Anyway, the first thing you should do is just feel with your finger on their outer cases if relays E (...006) and M (...101) are actuating when you roll the stalk knob "on" and deactivating when you roll the stalk knob "off".

    The way it's supposed to work is:

    1. When you roll the stalk knob "on", this puts a ground signal onto one side of the control coil of relay E (and +12V is always on the other side), which closes relay E, and puts +12V power to run the headlamp bulbs (depending on where you have the up-down lever) and the running lamps.

    2. This exact same ground signal from the stalk knob when "on" goes to one side of the control coil of relay M (and +12V is always on the other side), which closes relay M, and sends +12V power to raise the headlights.

    (The turn signals, brakes, and hazards are completely separate systems so their working OK is normal).

    So first confirm/deny if both these relays click "on" and "off" when rolling the stalk knob "on" and "off".

    If it's not the relays, it's a fairly common problem that a wire in the stalk breaks.

    To check, pull the stalk knob off. Be very careful though, as there's a small ball bearing in there that may come out, and you don't want to lose it. You could put a baggie over the knob and stalk end so, if the ball does pop out when you pull the knob off, thye baggie will catch it.
