    Yes, that ground wire goes through that hole and is soldered behind that copper sleeve which is part of the commutator ring (turn signal ring). Your connector has broken off and is most likely still attached behind that copper sleeve.
    Taking off the ring is not hard but be careful, you can break the plastic tabs which hold it into place. I should have a pic somewhere when I had to re-solder mine.

    It may actually be easier to 're rivet a new connector to the ring.
