    up to car 75608, that was a factory correct plug. I call it the "back teet", cuz it aint no good.

    j/k. i have no idea why it came like that.

    That is a factory port for a sniffer connection. Said another way, that is a threaded port into which a short piece of pipe (perhaps 3/8" OD) of approximately 10 inches in length threads. On the end of this short pipe is a small threaded fitting. I believe the purpose was to be able to sniff the cat with a remote sensor for various testing reasons.
