328 Radiator Bracket Question

I was changing the lower radiator hose and initially was going to try to move the radiator a bit to help installation. I loosened the upper radiator brackets holding the radiator to the upper bodywork by first loosening the center bolt with the metal and rubber washers and then removing the radiator hold-down bracket bolts.

I changed my approach and got the new lower hose back on. I am struggling to get the bolts that hold the radiator hold-down brackets installed. It seems as if there are not threads in the holes for the bolts.

How are those brackets fastened? Is there plate up in the nose bodywork that these bolts thread into? I can't get a great look at the area, but am stuck.

Any pointers?

 

Wow! How are you supposed to access that back side? I'm missing something on how this goes together......
