    The collar on my 87 328’s steering column that houses the turn signals, lights and windshield wipers turns left and right pretty freely about 10 degrees or so (it’s the part that has the VIN plate on the top). It also can move up and down the steering column maybe 1/2 inch or so.

    Is this normal, or is there a way to tighten it?

    I'm not sure how to tighten it, but I can assure you that it's not normal.
