I have a 1987 328 GTB that resides in an air conditioned garage and drives about 2000 miles a year. The timing belts and cam seals were replaced seven years and 17,000 miles ago. Is it time for new belts and seals.

Definately, and don't forget to check the tensioner bearings.

Seven years, for sure new belts and tensioners. If the cam seals aren't leaking and the last belt job was accompanied by a valve clearance check, I would just do the belts and tensioners without touching the cam covers.

Yes do the belts & seals. You must replace the TENSIONER bearings,I would reccomend while you have the cams out to install new seals, do the valve adjust at the same time.

The best solution is to drive it more so that you don't create this problem! ;)

Seriously, if you were at 28K miles and 7 years since the last major, it would be a much easier decision -- and you'd have 2X more seat time. IMO this is why dropping below 4~5k miles per year just doesn't make sense -- you wind up paying the maintenance fee for someone else's future enjoyment.
