348 center panel lights, weird issue.

I have never had the five lights in this panel when I press hazard lights, fog lights etc.

Today removed light panel and check the bulbs, cleaned contacts etc. plug panel back in and they all light up. When I put them back into the black center panel…..no lights. So I thought there’s a short. Take them out and they all work??? That’s when I realized the center panel where the lights go is not translucent it’s just black plastic so the lights are on but not shining through. Anyone ever seen that??? So weird , what should I do?

That area either should be cut out or it's been painted over (?) That is strange . . .

 

Looks like a strip of electrical tape; something my father in law would do to “fix” a warning light.
