348 GTS Euro in US

I am looking at a "92" Euro 348 GTS that is currently here in the US. Does anyone know what it takes to get it street ready here? How much it will cost? Any complications that come from converting a formerly Euro Ferrari to a US car? How about in California? We have stringent emissions standards in CA. I am about to negotiated a deal on this car, but I want to know what I'm up against. Should I just run? It is extremely clean. Our Ferrari dealer here suggested that I simply have the other party get it US/CA ready. But I'm afraid of a half assed job. Help! Thanks!
