No idea as to the cause, but I would think an intermittent short anywhere in the dash light circuit would trigger the code. The ECUs also store the codes, so possibly it was a problem in the past, has since been fixed and the codes have simply not been cleared out by resetting the ECUs?

But is the MIL working right? off the key on comes on then on when started then off after less than 10 seconds started?

When I turn the key on to prestart both cel lights are on...turn to start an the cel lights stay ON. Have cleared the ECUs of any codes. So the lights are ON all the time

Okay, if they are on all the time it looks like the problem has been identified - they don't switch off, which is the malfunction, which I believe is handled by relay "H" (Time Delay for switching off steering wheel locking Lighting) or possibly "C" (Relay for key operation) in the passenger footwell fuse panel (image on the right below).

Several of the relays are the same in the fuse panel - you could try swapping a known good one and see if the problem goes away, or remove them and find compatible replacements at your local auto parts store.
