Hi -- I purchased the Ferrari fire extinguisher (bottle, brackets, and leather bag for bottle) set-up for my 360. But the brackets are so tight that they won't snap closed if the leather cover bag is on the bottle.
Has anyone had a problem with this?

That's only half of your problem. In order to install all this correctly, you'll also need two unobtainable brackets that get torqued to the floor, (not listed on any Ferrari parts diagram) that hold the bottle bracket/straps, part no. 65653600 (the one's your currently having trouble with). Click here to see a pic. of the floor brackets I asked toneyH to post.....http://www.ferrarichat.com/forum/showthread.php?p=136646388#post136646388

at first it took ages to get the brackets to fit the bottle with the leather sleeve on... i left them in a warm room for a while to soften, then it took 2 of us to squeeze them shut, once its done the leather will compress and it will work fine there after

i know the brackets you mean mentioned above, but i've had mine fitted now, without those and they just rivited them to the floor through the mat (actually looks nice snug to the floor) i also had mine fitted across the width of the foot well so its not in the way as much of the passenger

    looks good imho

You know... that little stand off bracket looks really simple. Why not just cut a piece of aluminum bar stock of similar thickness and drill it if you want the brackets to stand off like oem? Also, rivets scare me in a crash and you can't take the unit out easily when you want to. You could rivnut the unit in and then be able to unscrew it at will with a much higher pullout strength in a crash. here are some rivnut pics one in a panel and just a raw uninstalled nut.
