While I understand the mechanism, the design isn't to my liking.

It is hard to know how loose is loose enough to adjust the belt tension.

If I loose too little, I'll strip the adjusting bolt, or even worst, break the bracket.

if I make it too loose, the adjusting bolt together with the stud will tilt, and it will go outside of its supposed location "in" the bracket.

My problem now is that the belt tension can only reach 80 herz and the bolt's thread run out, tighten more will break the bracket.

Does any one know what's the issue with it?

Something is not right. You should be able to tighten the belt to 100HZ no problem. I loosen the idler pulley just enough so the adjuster bolt will move it, tension the belt and then tighten the idler pulley before taking the frequency reading, as it changes when you tighten the idler. I have never had a problem getting it to 100HZ. Maybe the belt is the incorrect size?
