This is a clarification question, the 456M hand book quotes that the coolant level is never to be below 28 to 30 mm below the tank cap.

Given the translation I have assumed that after measuring it from the top of the thread with a vernier that is the length of the tube going into the tank and there fore the bottom of the tube is the correct height.
    Is this correct.

Would that not indicate, fill to the bottom of the neck, or completely fill expansion tank?

I interpreted the handbook as indicating the measurement of the 28-30 mm was to be done from the bottom of the neck, which leaves room for the expected expansion.

From the WSM, after filling and bleeding the system, "With a cold engine, the level should be 6-8 cm below the upper layer of the filling union."

I must admit I only checked the Hand book as most owners will only have that as a reference.
But there lies the conundrum, Sorry my experience with Italian translation leaves me suspicious.

My be I can answer my own question not her way by working backwards.
The coolant system volume per the WSM is 20 litres.
Using the data from the Engineering Tool box
    Water - Thermal Properties
The volume will expand at 100c by 1.04 % there for the volume of water (I'm ignoring coolant) will expand to 20.8 litres or an additional .8litres

On my reckoning even with the level cold at the bottom of the tube that has the filler cap there is still enough room to expand. I"ll soon find out as the system will find its own level.

    Checked my system yesterday.
Filled the cold engine's expansion tank to the top of the tank, and bottom of the threaded fill tube.
After driving an hour, the level was down to 1.2 inches below the top of the expansion tank.
Same test today...same results. It appears the equilibrium level is approx. 1-1.5 inches below the top of the tank...approximating what Taz has offered 6-8 cm or 2.3-3.1 inches
below the upper most section of the fill tube.

After two very enjoyable drives yesterday via some tight twisty roads with hairpin bends half off in 2nd and 3rd gear. Checking the coolant today it is still at the base of the filler tube.
