456 M GT horn doesn't work

my 456 M GT horn doesn't work, took the steering wheel off, checked the wires, there is power going through, but only about 8 volts or less, could this be the reason why is not sounding, could it be a relay or fuse problem? any idea what I should be checking or changing? any diagrams or part numbers.......
