This comes up alot and when it does it is aways an SOS situation with no solution for us 456/575 guys specifically. For anybody who comes across this thread in the future and you are having an issue with getting your CA Smog cert due to EVAP or that famous Secondary Air Injection monitor, get your car to Gary Bobileff down in San Diego. I sent the car in with a known vacuum leak code and the SAI monitor open. I do know they spent 13 man hours methodically interchanging every single component of my EVAP system with other known good components from 456M/575 cars that they had onsite. This lead to identifying the components within my system that needed to be cleaned and/or presented blockage (?). That was pretty big and they did this within 24 hours of receiving the car. The SAI monitor soon followed. It was a pretty good day.
Just FYI, the EVAP monitor does not need to be set in order to pass CA smog. It's the only monitor that can be incomplete. SAI, of course, need to be complete.
