No, its a 550 with a custom bumper (look at the headlights). Not only are the grille lights removed, but the opening is wider and the grill is not as recessed as stock.
I saw this car back in June at the Father's Day event (where this pic was taken). Not totally sure, but it might have been Axle Rose's. I remember hearing over the loudspeaker that they were looking for the "representative of Axle Rose's 550." I only remember seeing one other 550 there, a Barchetta which belonged to a dealer, thus my conclusion. But, don't take my word for it... It could be possible that it is a modified stock bumper--as the rest of the lines on the bumper seem right. Note the lower black "lip" has been painted silver to match (not personally a big fan). I think I remember seeing non-stock pipes sticking out the back also--didn't get to hear it unfortunately. So...sorry, no decisive answer from me. Though I don't think I've ever seen a similar bumper in the aftermarket, so I'm guessing some kind of custom job. Maybe the driver destroyed the bumper on a curb and this was the easiest fix.
That car or an identical one is for sale on the dupont registry site (1999 Maranello posted on 11/4). The wheels on the car for sale look polished however.
