    There are dozens of new and low mileage Ferrari 599 models for sale in Europe for a premium. Nothing, not even the infamous 'place in line' is being touted in the USA. Is Ferrari trying to put a freeze, on free enterprise; in the USA?

    Ferrari have put in place an initiative to increase customer satisfaction with the brand. One of these is to dissuade "flipping". This has been discussed at length in the threads about "Right of First Refusal".

    Ferrari may be trying to stop 'flipping' in the USA market as you suggest with the document a prospective buyers must sign. That does not explain the different ways in which the two large markets are being manipulated. There appears to be no plan in Europe; where it looks like it's 'open season' for Ferrari sales.
