    Actually it's probably the gasoline vapor canister it has a bunch of lines coming from the fuel system

    +1 -- I don't know if my ex-78 US had the two hole bracket, or not, but I know that there was nothing attached there. Looks like a good place to add a nylon cable tie to hold the wiring harness...(the wiring harness should not be in the bendable metal bracket as shown in post #1 -- just the two hoses should be there like your example -- metal edges and wires don't play well together.)
