'82 Heater Fan Issue

Since my car is probably going to be down again until I get the speedometer fixed I figured I would move on to another little thing that doesn't work right in the car.

I have the 3-speed fan switch ( I II III ) in my car and the only speed that works is the middle II

Also the little fan light on the dash doesn't come on when the fan is on. I tested the bulb and nothing wrong with the light so I'm assuming it's something else related to the fact that my fan doesn't operate on all speeds.

Anyone have a similar issue? Did it turn out to be the switch, a relay, or something different?
