Looks like you have a euro 308QV modified for US importation. That's a frequency valve that gets added into the WUR control pressure plumbing to be able (for an added ECU) to change the control pressure and give a sort of "quasi-Lambda" operation. If you do a search on "quasi-Lambda" you should get some prior threads with other pictures. Often the added ECU gets removed, or is electrically dead, and the system can then be manually tweaked to work again as an unmodified stock euro "without Lambda" system. You might try touching it when the engine is running -- I believe it would be buzzing/vibrating if it is still actively working. Another thing to look for is the added O2 sensor in the exhaust system -- if it is unplugged = the quasi-Lambda stuff is not working. Other keywords to search on are "Neutronics" and/or "DCJohnson" which are brand names for the added ECU. PS I'll send you my Paypal address if you are a "high end tech" getting paid to fix this car.

There is no Ferrari manual for the quasi-Lambda modification on euro versions imported to the US (after 1983) as that was done by those aftermarket companies, but the "strategy" of the modification is that that frequency valve is added in parallel with the WUR control pressure path (each end of the hoses for that added FV should be on longer double-stacked banjo bolts - one at the WUR and one at the fuel distributor, IIRC) so the WUR or the added frequency valve (run by the aftermarket ECU using the O2 Sensor signal) can change the control pressure.
