    Engine is running lean. HC is 0.02 ppm, Co is 0.00 sometimes 0.01, Nox is 0.03 at idle around 800rpm. When giving gas at 3,000rpm steady numbers does not go up. It has 9,000 miles.Any diagnostic info to look at? thanks.

    Measured how, with what and where? Not enough information to give an answer, the numbers are too low to be feasible from my experience.

    tested with the nys esp testing machine that does nys inspections. Just in fact the car is running lean and I dont have any scanners to scan this vehicle yet since this is not an obd2. Car is not putting out enough power! I did the tuneup and replace the gas filters. I do not hear any vacuum leaks nor any leaks coming from the intake/plenum area.

    Those numbers look fine to me.

    HC is unburned raw gas. If your car was too lean, you would develop misfires which result in higher HC's at the tail pipe. However, the CO would stay low.

    CO is burned fuel. If your car is too rich, the HC's would be low and the CO would be high. Unless you are so rich your sparkplug can't ignite all the fuel, then your HC would be high also.

    So the ideal mixture is to have the CO and HC as low as possible.

    The reason you're seeing such low numbers now is because you're catalytic converter is cleaning up the rest.

    To get a true picture, you would have to sample the exhaust before it runs through the catalytic converter.
