95 355, no power to heater a/c panel???

Maybe somebody can point me in the right direction. I cant get my a/c to work, or the heater for that matter. The switch panel is not doing anything, not responding at all. It is lighting up but no fans at all, not on any level. I tried 2 heater a/c panels, thinking that was it, I also tried the a/c fuse in the right hand foot area.

Any other suggestions. Its over a 100 degrees in Sacramento and I'm dying.

Thanks for the suggestion, and the picture, I checked the 3 inline fuses and they are good. I dont have any literature on the other fuses to see which one would be related to the a/c system. Anymore clues? Im not realy sure how to check the square relay's....
