In consideration of the new rules, particularly for the slower guys who make the top 10. Once you make it into the top 10, you could not worry about your qualy time and go out with full tanks and run a one stop. Starting from 10th would not be so bad as all the cars in front of you would be relatively fast and therefore stay close to the leaders. Imagine if Kimi had started from 10th last week.
By not being held up and getting so far back from the leaders, the one stop would have seemed to be a good strategy. What do you think?

I think the problem is that if you start with full tanks you'll be soon passed by cars behind you and you really stress your engine. Kimi could do it because he had nothing to loose.

Is refueling allowed between the qualifying rounds or would you have to start the qualifying process on full tanks (thereby making it tough to get to the top 10 round)?

no. u can refuel whenever u want, but after the 2nd knockout, there's no refuelling for the following 10 places...

If a person could drive like that every race, they'd be World Champion. Maybe that is what sets a champion apart from an also-ran ?

I have a question about this new qualy system. If in the the final 20 minute session, more than one driver decided to fill up the car to the brim with fuel and not come out to post a time, then how will thier grid positions be decided? ( I believe that times are reset after each knockout?)

true, the times will be reset. but, i don't think this situation will ever happen. if a car can make it 2/3 sessions, whats wrong with 1 more. but heck, in case it does happen, either jumpt into the T car or start at the back of teh grid i reckon..
