I removed the instrument binacle to replace dash light rheostat and after reinstalling binacle the air bag and shock warning lights stay on. We reset the following pending errors, P1448, P1447, and P1691 and lamps are still on.

Dunno, I took apart my gauge binnacle to fix the stickies and my shock light is on now as well (but not other lights). I was planning to troubleshoot this weekend.

Let me know how you get on.
I did the same but started and moved the car witout the instrument binnacle in and now both my lights are on which is annoying.

From what I remember (memory sucks) P1691 is an open circuit. Broken wire bad ground blown bulb possibly CEL bulb

Might be a place to start

If you had the ignition on while the cluster was out, the only way to clear the airbag light is with a diagnostic tool. You will need an SD2 or SD3. The Leonardo seems to be having a communication issue with the airbag systems in these earlier cars.
