Yes it's true and it's had some legal implications. There was an article in Coin World newspaper years ago about some guy who was arrested for some reason and he had some large amounts of cash on him. No drugs, just cash. They really didn't have him on any drug offense but they tested the cash and found microscopic residue of cocaine on many of the bills. So they confiscated all his money. His lawyers took the case to court and they showed evidence that nearly all American currency has trace amounts of cocaine on the bills. The court ruled in his favor and ordered the cash returned to him. Up until then, any time the cops found traces of cocaine on cash, they got to confiscate and keep it. That's no longer the case.
