Andriod question--need a device for app use only, not network use

Dumb question: after a decade or so of being on Android smartphones (how long has Android been around?)--I've switched to an iPhone XR. I love it! Not missing the Android experience at all. Except for one thing: I had an Android-only app that I used to service my Ducati 1098, Scan M5X. This is not available for iPhone.

My question: Can I purchase a used, cheap Android tablet or phone and simply use WIFI to log into the Play Store and grab my app? It's a paid app. I'd like to still be able to use the app when needed, but I certainly don't need to pay for a second device on a network plan just for this occasional use.

Would the device need a SIM card to operate solely on WIFI? I just need WIFI to get the app, then it would access the bike via a Bluetooth device connection. No need for cellular/data on this device.

Thank you Flash32, I thought so, just wanted to confirm. I may try to find an Android tablet to give me a larger space to work with! So no need for a SIM card in order to use device via WIFI?
