Trust me...OSHA. Complaints are anonymous, and dangerous workplaces get hammered. Fines start in $thousands. Ask docs how ugly it can be, or Google OSHA. If homeowners/neighborhood group, OK use them too.
Buy his mortgage. Then, you can set conditions on maintenance of note. Cheaper than buying house, and if he defaults, you get it anyway.

I don't think OSHA has any authority until a company employes a certain number of people...if they do, they shouldn't...another useless government agency in my estimation.

Isn't it strange the way times change. Back in the early '60s, a chainlink fence was considered very nice. Remember the metal cocker spaniels that they bolted onto the tops of gates as decoration? And now for some reason, a chain link fence is considered in bad taste. I supposed that it is now more proper to think that decorative wood fences are better even though they don't actually keep out people or animals. Then what's the purpose?
As long as any particular type of decor is not dangerous or a health hazard, who is Jim Snob to tell Joe Average that his house or car or fence is "in poor taste"?

Clog up his sewer, shut off his water and electricity, at random time. Spread rumors about him and his wife, kill his lawn, put some varmin attracting stuff around his house ... he'll leave soon enough :D
