Any comcast users suffering intolerably slow connections lately?

Had Comcast out 5 times in the past month (would be more but they keep taking a week to send someone) and they can't fix this. The last 2 independant contractors that have been sent have been a little more forthcoming with information (Comcast insists there is no true problem despite getting upload and download speeds of under 1kbps) and suggested that it's a problem outside my area as well...he didn't know about anything besides S. Florida, but says it's a problem all over this area. He thinks it's a serverside problem with Comcast that they refuse to acknowledge. Just thought I'd ask a group of pretty diverse geographical people if any of you had seen similar issues with them? I wish I had options other than Comcast or Bell South but alas nobody has decided to offer alternative high speed ISPs in this area.
