If there are extenuating circumstances someone should say so... It's hard to imagine how this happens at street speeds without poor judgement being involved...

The area nearby is a major construction site, there is gravel everywhere in unexpected places. The media "eye witness" has a fanciful story about a race with a Lamborghini, which is nonsense. If any car goes into a concrete wall at 60kmh, the damage is severe and always looks dramatic because plastic bumpers fall off immediately, air bags deploy at anything above 20kmh, etc.
Understand what you're saying about spectators and damage looking more spectacular than the incident warrants. Any other traffic had problems with the gravel (I'd think some liability to those responsible if it could be proved)?
