The F-22A is the only US fighter that can easily reach 60,000' and the only one with a partial pressure suit that allows routine flight above 50,000'. Without that, AF regs limit flight to below 50,000', at which point blood boils if cabin pressure is lost.

Missile used was an AIM-9X and she did have a warhead. They did not want the balloon or parts to drift outside the 12 mile limit, especially with prevailing winds from the west.
