Ball Polished Wheels clarification

I have seen it posted numerous time that ball polished is a paint process. If that is true I wish someone could give me a more in depth explanation. My 612 has those wheels and I have a couple of scratches that appear to be the same aluminum under the polish finish and in addition a paint finish would typically chip away and there is no evidence of that here. Thanks for your help.
