Hi there I am on the verge of purchasing a 1990 348, the car has 37,000 miles on it and has been maintained to the 10,s. It has many upgrades from brakes to exhaust etc. My question is that full service was done 2 years ago and only 1900 miles were put on since then,do the belts have to be done weather its driven or not every 2 years? what is the interval for belt changes? I know these are old questions but i am new to the game.

Every 3 years, or 30,000 miles -- whichever comes first. That is the official Ferrari recommendation for V8 cars.

Whether you accept that (or not) is your choice. There are as many opinions on Fchat as there are members here.

I think the normal range is between 3 years/30k miles and 5 years/30K miles. Beyond that you taking a risk. Personally I will be replacing my belts on a 4 year/30K interval.

Vince's rule: if you cannot positively verify the last belt replacement before your purchase, figure it into the price and have it done immediately after. I use a 5 year interval, regardless of Ferrari's recommendation. Every subsequent belt replacement I have done has showed that, based on my driving style and amount, I could have gone longer. Prices range for belt changes, but I have experienced $3500-$3750 without water pump and $4250 and $4500 inclusive. Or you can bribe ernie to help you do it yourself for parts and beer.
