    phone based give most data I have found so the dongle that fits in obd2 port + phone ap like "torque" . I happen to use the kiwi dongle but there are many.

    Get something like a bafx product ..about 22 dollars and use torque or my favorite is eobd facile

    Please note I have not tried on a 1999 vehicle so not sure the results ..

    You can get lite versions for free to try

    If you get something that ties in with an app on a phone, get a Bluetooth version. That way you don't have to switch around your WiFi. I stopped using a WiFi version for this reason.

    I have had good results with a BOSCH 1050 that connects to a phone using Bluetooth. just be sure that your phone is not connected to anything else on BT ( took me a couple hours and a call to support to work that out. about 50.00
