What is the black tar/rubbery stuff on the bottom of my car?
Corrosion protection. Some call it undercoating. Mine has a thin layer of it. If yours is real thick and heavy somebody may have "doctored" your belly pan. Some of the frame members in the engine bay still have a coating of what looks like Cosmolene. I have taken most of it off the easy to reach areas so far.
