    Pads missing and doesn't the caliper mount on the other side of the upright (although a bit tough to tell, based on the photo angle?)

    Correct - the pads are missing but the caliper location is correct, however; there is one small detail makes this set up problematic....

    Isn't this caliper for the OPPOSITE side of the car? Aren't the bleeders in the wrong orientation?

    Bingo - we have a winner :) this set up makes bleeding the brakes quite a challenge - great eye!
