    You don't suppose anybody tried to PPF them in the past do you? I've seen caliper wraps before so maybe that's a possibility?

    That really doesn’t look like the clear coat coming off, I’ve never seen clear coat peel like that. I’m thinking PPF also.
    Remove the wheel and use a blow dryer to heat up the caliper and see if it will peel off.
