I think that is what they called the people who operated the Cushmans and wrote parking tickets. It is alleged that, back when we were young and stupid, several of my grad school buddies hoisted one of these things and set it on top of a large dumpster. The leader of the pack received a ticket for parking illegally, in a snowstorm !
It was the wrong thing to do (my role was limited to watching the reaction from the safety of the deli next door), and I am sure the hard working officer was inconvenienced.....
What is my point?
I miss living in Manhattan....
