    Given the way the FIA dealt with spying issue, How in the hell would they be able to deal with whether one team has spent more than another, they can't even deal with spying from team to team never mind internal cover ups within teams.

    No way, never, ever could they control it.
    Why don't they just make 22 spec cars and have the drivers draw numbers 10 minutes before grid time? That gives them time to adjust the seat and the mirrors, slap on a couple of decals and go!

    Limits will never happen.

    Why not ?

    Because if a team is limited to what they can spend, then they will simply bring a 'sponsor' on board that will develop something under their budget and not the teams' budget directly. ie McLaren won't pay Mercedes to develop a motor, Mercedes will develop it on their own, under their budget, and ship it to McLaren. Like they do now. Like they ALL do.

    Wanna lower costs a teeny bit ? Eliminate 18-member pit crews. If they can't do it with 7 guys, they should not be racing.
