Bulb Failure / Flasher ticks faster

As a preamble to a proper scan, I have the following the symptoms...

1. Light bulb fault showing on LCD Display
2. When indicator right and for the first 10seconds of usage, the ticker ticks faster than normal (as you would expect if a bulb had failed), but the visual flash is at the correct speed.
3. All bulbs (3) are working and replaced as part of first diagnostic
4. Hazards Lights
Same fast ticker sound, but all 6 lights flash at the correct interval.
5. Each day this happens for the first 10 seconds of indicator usage on the right, but there after all normal.
But the warning of Bulb failure does not clear.


Open to ideas....

Was the technician referring to the PCB where the bulb sockets are mounted ?
