If a person wanted to purchase a 599 engine for a project, and said person did not own a 599...... would Ferrari allow the engine to be purchased for such a purpose, or any purpose, or would 599 ownership have to be established?

Engines are generally for sale, no strings attached. RicambiAmerica can fix you up. F40 engines, if I recall correctly, are pretty reasonably priced.

I don't think that you can buy a Ferrari engine from the factory without having that model. You can buy the engine from a parts place - like Ricambi - but I think the factory requires proof of ownership before they'll sell you a 'replacement'.
